style='font-size:10.0pt;font-family:"Arial","sans-serif"'>I.&nbsp;<b>Call for Quorum</b>  County Chair Carla Vela announced there is a quorum of 78 Precinct Chairs present and called the meeting to order at 7:10 p.m.</span>&nbsp;</p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"'>II.&nbsp;<b>Approve Agenda</b>  A motion was made and seconded to approve the agenda as presented.&nbsp; The motion carried.</span>&nbsp;</p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"'>III.&nbsp;<b>Opening Ceremonies</b>  A moment of silence was observed followed by the Pledge of Allegiance.&nbsp; Elected officials and candidates present were introduced.</span>&nbsp;</p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"'>IV.&nbsp;The <b>Minutes</b> of the April 2009 meeting were presented.&nbsp; Corrections included:&nbsp; Mark <span class=SpellE>Camann</span> said it was Bob Bretz who presented the Proposed Rules Changes; the Petition Signing Committee actually consists of Cheryl Novack, Sterling Camp, <span class=SpellE>Zada</span> True Courage, and John Courage.&nbsp; A motion and seconded to accept the minutes as corrected carried.</span>&nbsp;</p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"'>V.&nbsp;<b>Report</b>s</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>A.&nbsp;<span class=GramE>The</span> Chair announced the Democratic National Committee will be meeting in Austin September 10<sup>th</sup>  12<sup>th</sup>.&nbsp; A meeting of the Campaign Committee was held at Frank Herrera s office to meet all the <span class=GramE>Judicial</span> candidates.&nbsp; Discussion included planning the get out the vote campaign, fundraisers, and petition signing &nbsp;&nbsp;parties.&nbsp; It s time to turn Texas blue and get rid of Rick Perry.&nbsp; But we need volunteers.&nbsp; Currently the&nbsp;office is only open two days a week.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>B.&nbsp;Treasurer Dwayne Adams reported we spent more money than we received but all the bills have been paid so far.&nbsp; We need to increase the number of Partnership members and increase the monthly amount &nbsp;&nbsp;of money pledged.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>C.&nbsp;Committees  A motion made by John Courage and seconded to amend the agenda and allow the&nbsp;Fundraising Committee to report first.&nbsp; Motion <span class=GramE>carried</span>.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt;font-family:"Arial","sans-serif"'>1.&nbsp;Fundraising  Lila Aguirre reported on the upcoming Texas <span class=SpellE>Hold em</span> Tournament.&nbsp; The report was approved.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt;font-family:"Arial","sans-serif"'>2.&nbsp;Budget and Finance  Larry Meads  the committee will meet on June 27<sup>th</sup>, at the headquarters beginning at 2:00 p.m.&nbsp; The report was approved.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt;font-family:"Arial","sans-serif"'>3.&nbsp;Campaign &amp; Precinct Chair conducted joint meetings  Mark <span class=SpellE>Camann</span> presented an update on the Blue Grassroots 2010 event.&nbsp; The report was approved.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt;font-family:"Arial","sans-serif"'>4. &nbsp;Rules  Bob <span class=SpellE>Bretz</span>  deferred his report until unfinished business.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt;font-family:"Arial","sans-serif"'>5.&nbsp;Community Outreach  no report</span>&nbsp;</p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"'>VI.&nbsp;<b>Unfinished Business</b></span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>A.&nbsp;Bob <span class=SpellE>Bretz</span> re-presented the proposed rules changes introduced at the May Meeting; distributed and read &nbsp;&nbsp;the changes.&nbsp; As Committee chair he moved they be approved as presented.&nbsp; No second was needed. &nbsp;&nbsp;There was a question and answer period.&nbsp; The Proposed Rules were approved.&nbsp; Ian Straus presented a &nbsp;&nbsp;recommendation from the Steering Committee to set dates for the remaining meetings in 2009.&nbsp; No &nbsp;&nbsp;&nbsp;second was needed.&nbsp; After some discussion the motion was approved.</span>&nbsp;</p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"'>VII.&nbsp;<b>New Business</b></span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>A.&nbsp;<span class=GramE>The</span> Primary Committee met to begin planning for the March 2010 Primary.&nbsp; Their first order of business is to recommend candidates to be hired as the two part time paid positions to run the primary.&nbsp; They recommended Cheryl Novack as Primary Manager and Rose Marie Parra as Assistant Manager.&nbsp; The recommendation was approved.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>B.&nbsp;Dee <span class=SpellE>Villaruvia</span> moved to send Charlie Gonzalez a resolution against nuclear power plants. There was a second.&nbsp; After discussion the motion was defeated.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>C.&nbsp;The resolution on Health Care was not presented.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>D.&nbsp;The Budget and Finance Committee is asked to a proposed budget at the next meeting, if possible.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>E.&nbsp;Bob Miller moved to change the CEC meetings to the 2<sup>nd</sup> Saturday of each month.&nbsp; There was discussion both for and against.&nbsp; Bob <span class=SpellE>Bretz</span> called for a point of clarification.&nbsp; Bob Miller withdrew his motion.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'> F.&nbsp;John Courage and Sterling Camp explained how a petition signing party works.&nbsp; The first will be in mid-July.&nbsp; Others will follow in August, September, October and possibly November at locations to be announced.&nbsp; They plan to have them in the northwest, south, west and northeast parts of the county.&nbsp; Supplies needed include producing labels for the voters to use, laptops to print them, and printers.&nbsp; We will have <span class=SpellE>robo</span> calls to those who attended the precinct conventions in 2008.&nbsp; There will be flyers and public service announcements.&nbsp; Any candidates wishing to participate will be asked to pay $150 to offset&nbsp;expenses.&nbsp; Each precinct chair is asked to get at least five people to participate.&nbsp; After a question and answer period the recommendations were approved.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>G.&nbsp;Larry <span class=SpellE>Romo</span> asked for the BCDP to show their support at the SDEC.&nbsp; As state chair Texas Democratic Veterans he is presenting a resolution to have their organization added as part of the SDEC.&nbsp; There was a second and the motion carried with no discussion</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>H.&nbsp;Melanie <span class=SpellE>Aranda</span> asked about the email she and others received from <span class=SpellE>D mitri</span> <span class=SpellE>Kosub</span>.&nbsp; She moved the allegations be looked at and a report be given to the CEC.&nbsp; There was a motion and the motion carried.&nbsp; Since the Budget and Finance had already met with Mr. <span class=SpellE>Kosub</span> earlier the Chair assigned this duty to them.&nbsp; They will investigate and report back to the CEC.</span>&nbsp;</p> <p><span style='font-size:10.0pt;font-family:"Arial","sans-serif"'>VIII.&nbsp;<b>Announcements</b></span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>A.&nbsp;Diana <span class=SpellE>Arevalo</span> will be one of 5 fellows to Washington and thanked the County Chair for her letter of recommendation.&nbsp;&nbsp; She also thanked the Stonewall Democrats for their help when she went to Harvard &nbsp;&nbsp;and worked for Senator Ted Kennedy.</span></p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<span style='font-size:10.0pt; font-family:"Arial","sans-serif"'>B.&nbsp;Bryan Gerard introduced Jay Meta of Unite Here and Iola Scott, a Grand Hyatt San Antonio employee.&nbsp; Jay gave a brief synopsis of union organizing currently taking place at the hotel.&nbsp; The hotel is now &nbsp;&nbsp;&nbsp;resorting to union busting and is now saying they will only recognize the Workers United Union affiliated &nbsp;&nbsp;with SEIU. He asked for the CEC to support their efforts.
